Yes they can. If they don’t have enough seats booked on the flight they can cancel it. If the new dates don’t work for you then take the refund and find another flight elsewhere.

yes they can they try to accomodate the passengers as best they can. i used to work for airtran airways and anytime we cancelled a flight we offered the next available flight out or a refund. if the dates don’t work for you then take the refund because those are your only two options

The cancellation of your flight at this point is more likely to do with cancellation of the route entirely (or not flying it on certain days) — airlines typically will not cancel specific flights, especially this far in advance, simply because they haven’t sold enough tickets.
That having been said, though, if Air Canada or any airline does cancel your flights, they will give you the choice of rebooking on different flights or days, or giving you a refund. This is perfectly legal, is a normal practice, and is actually a good deal for the passenger, as it’s one of the only instances where someone on a non-refundable ticket can get a refund.

Yes the airline can do this and it does happen every so often. I would see if they can put you on another airline to get you to your destination.

Yes, unfortunatly they can. At least they gave you a well in advance notice! I remember I was flying from White Plains going to Cleveland. I was supposed to have a layover somewhere and told my friend I would be there at a certain time. So I get to the airport, my ride leaves and I check in. 10 minuites later there is a page over the intercom calling my name. Well, get this…. They cancelled my flight AFTER I GOT TO THE AIRPORT. Fortunatly for them they found another flight to Cleveland, leaving in about 5 min. They switched everything, and I was able to board, but if I had arrived 10 min later then I did what would happen??
So I got to Cleveland about 3 hours early and could not het ahold of my friend. Turns out I got to know that airport really well!!
Then on a trip last year, my friend had a flight booked with US air and a couple weeks before the trip, the airline decided to change the flight and she was to fly into newark and stay there overnight and then take a really early flight the next day with 2 layovers. Really turned out bad. So yes they can do that with no problems and no legal issues. If you have booked already, they need to fix what ever they have changed or cancelled.
